Rules for short-term mobility for students, doctoral students and graduates in the Erasmus+ KA131 programme

Mobility in KA131-2025 project

I. Formal eligibility criteria for mobility
The following persons are eligible for short-term mobility in the Erasmus+ programme:

formally registered at the University of Szczecin (US) as students and enrolled in studies leading to
a bachelor’s/engineer’s or master’s degree, or enrolled in doctoral studies/doctoral students attending the Doctoral School of the University of Szczecin (DS),

those who have graduated from the US, so-called recent graduates, provided that they enter the qualification in the last year of studies and complete the traineeship within 12 months of graduation (both students and doctoral students),

those who have successfully passed the recruitment process and have been qualified for the mobility.

At the time of the departure, a person qualified for the mobility in the Erasmus+ programme should have completed at least the first year of the first-cycle studies.

During the Erasmus+ study mobility, the student/doctoral student may not take the diploma examination or defend their diploma/doctoral thesis.

The mobility can be carried out at partner universities and in institutions registered in countries participating in the Erasmus+ programme, so called programme countries, included in the Programme Guide.

Mobility for studies in the Erasmus+ programme can be carried out only under an agreement with a partner university which provides for student/doctoral student “mobility for studies” together with the Blended mobility option and which has been signed prior to the qualification. The partner university in the programme country must hold a so-called ECHE Charter (Erasmus Charter for Higher Education) granted by the European Commission, valid for the academic year of the mobility, and making the university eligible to participate in the Programme.

Mobility for traineeship can be carried out in such institutions as universities, scientific institutes, research institutions, educational institutions, enterprises, church organisations, associations, political parties, NGOs, etc. The traineeship cannot be carried out in the institutions of the European Union, institutions managing Union programmes listed at https://europa.eu/european-union/about-eu/institutions-bodies_en.
The traineeship cannot be carried out in an institution in which the student/doctoral student/graduate is employed, which they manage, own or co-own.
The institution or its organizational unit, in particular the branch or department, where the student [/doctoral student/recent graduate] intends to complete the traineeship, must be registered and operate in the country where the traineeship is to be carried out.
The traineeship must be relevant to the field of study (it must be closely related to it), adapted to the needs of personal development, and, to the extent possible, integrated with the study program. The realisation of traineeship abroad is aimed at developing professional competences related to the field of study and gaining new skills and experience of working in an international environment.

The mobility period lasts from 5 to 30 days of physical mobility, and in the case of students it has to include a virtual component (in the case of doctoral students it is optional) and be carried out during the academic year. The virtual component should be complementary to the physical mobility and promote online cooperation and teamwork with other students taking part in the exchange.
The mobility period must end no later than 15/07/2027.

Mobility in the Erasmus+ programme can be carried out several times during the entire period of study, with the maximum total duration of the mobility for studies and/or traineeship being 12 months at each level of study (1st, 2nd, or 3rd cycle), and in the case of a student attending a uniform master’s degree programme – 24 months. In each case, the period when a student/doctoral student has already participated in the LLP-Erasmus or Erasmus+ programme (with or without a scholarship) will be deducted from the maximum total duration.

The mobility must be carried out in accordance with the rules laid down in the Erasmus+ Programme Guide and with the guidelines of the National Agency of the Programme in Poland (NA) – Foundation for the Development of the Education System (FDES).

II. Qualification
Studies – please write the name of relevant HEI, list of available institutions
Traineeship – please write the full legal name of the host institution.
Qualification is carried out on a continuous basis until 31/05/2027.
The primary qualification criteria are as follows:
knowledge of the language in which the mobility will be carried out, at least level B1 according to the Common European Framework of Reference for Languages (CEFR);
motivation letter.
Qualification for mobility involves the following two stages:
qualification conducted at the student’s/doctoral student’s faculty from which the student/doctoral student will carry out the mobility, by the coordinators for international exchange or at the DS by the Doctoral School coordinator for international exchange (hereinafter “coordinator/s”),
verification of knowledge of the foreign language in which the mobility will be carried out.
The qualification applies to one course of study. Students registered in several courses are obliged to regulate their absence in the way adopted in the given faculty (individual study organisation, dean’s leave).
Persons taking part in the qualification shall complete an on-line application form in the DreamApply system (DA).
In the application form, you must declare, if applicable, that:
the person has a certified degree of disability (certificate of disability has to be presented when signing the scholarship agreement),
the person has a child up to 8 years of age (birth certificate has to be presented when signing the scholarship agreement),
the person has been granted the right to asylum/refugee status (documents have to be presented when signing the scholarship agreement).
The application form must include:
the decision to grant a social scholarship from the US, if applicable,
certificates/language qualifications held.
A student/doctoral student may apply for a maximum of three short-term mobilities within one academic year, and each mobility must take place in a different institution.
The decision about the qualification is made by the relevant coordinator within 7 working days of the application submission in the DA. The application acceptance in the DA means pre-qualification for the mobility.
The candidate has the right to appeal against the coordinator’s decision within 5 working days of the announcement of the qualification result, to the Vice-Rector for Organisation, whose decision is final.
Those who have successfully passed the qualification at the faculty/DS level, proceed to the foreign language verification in accordance with the rules determined by the IRD.
The qualified persons are informed by the IRD about further formalities and documents related to the mobility.

III. Financial aspects

Those who will carry out the mobility may receive funding in the form of a grant. The scholarship amount includes a lump sum for individual support (subsistence allowance) and a lump sum for travel (travel costs).

Applicants who document in their DA application that at the time of qualification they meet the definition of a “person with fewer opportunities” (see point 14 subpoints a-c, A), receive additional one-time support. The amount of lump sum for travel costs depends on the distance between the place of departure (the seat of the University of Szczecin, i.e. Szczecin) and the destination (the location of the host institution) according to the rates presented in the table below. If the journey to and from the host institution is made by means of low-emission transport, so-called “green travel”, i.e., the longest sections of the route are covered by bus, train, bicycle or car sharing, the Programme participants may apply for a lump sum for travel costs at the “green travel” rate:

The lump sum is calculated using an on-line distance calculator supported by the European Commission (EC) and available at: http://ec.europa.eu/programmes/erasmus-plus/tools/distance_en.htm.
Participants travelling less than 500 km should use “green travel”.
In addition, participants travelling by non-ecological means of transport (not „green travel”) on days other than the start and end of mobility at the host institution receive a lump sum for subsistence costs for up to two additional travel days (one before and one after the end of mobility).
Participants opting for „green travel” may apply for additional individual support for subsistence costs for the additional travel days in accordance with the Rules for the granting and accounting of ‘green travel’ available on the DSM website.

The scholarship period is specified in the scholarship agreement concerning the mobility. Co-financing of the travel is not included in the period of stay at the host institution.
The scholarship is awarded to qualified applicants in the order in which the set of documents specified in par. 30 has been delivered to the IRD (the date when the last document is received by the IRD is considered decisive) from funds reserved for this purposes from the long-term mobility budget until they are exhausted.
The grant/individual support is awarded to the participant as additional funding to compensate for the difference between the cost of living in their home country and the cost of living in the country of the host institution. The grant does not cover the full costs of staying abroad.

IV. Accession to the Erasmus+ programme (scholarship agreement)
A person qualified for the mobility becomes formally a beneficiary of the Erasmus+ programme by signing a scholarship agreement (hereinafter: a Participant).

The participant signs a financial agreement with the home university at least 14 days before the planned start date of mobility.

Mobility planned by a Participant to their home country may be carried out if there are no other applicants for this mobility. Participants going to their country of origin are less likely to acquire additional cultural, social, and language competences.

The conditions for the scholarship agreement to be signed are as follows:

in the case of mobility for studies/blended mobility:

a generated Online Learning Agreement (OLA) part “BEFORE THE MOBILITY” – signed by the Participant and validated with all electronic signatures:

the relevant US coordinator,

a representative of a host university;

OLA can be created at https://learning-agreement.eu/ or via ErasmusApp https://dsm.usz.edu.pl/erasmus-app/ .

acceptance letter/email from the host university confirming the acceptance of the application and including the dates of both physical stay and a virtual component;

if any part of the mobility or the entire mobility will be carried out during the academic year – a consent of the home faculty/DS to the student’s mobility in the specified period which can be applied for after successfully passing the examination session in the semester preceding the departure. Participants attending seminars should also inform their supervisors about the mobility and agree on the method of contact and settlement of the seminar; participants are also required to agree on how any curriculum differences are to be credited;

if the entire mobility is carried out in a period other than during the academic year – a document confirming the status of a student of the US in the given academic year [2025/26 or 2026/27] issued by the dean’s office of the relevant faculty/DS;

in the case of mobility for traineeship:

Learning Agreement for Traineeship (LA) including information on the dates of both physical stay and a virtual component; validated with all the signatures:

a Participant,

a relevant US coordinator,

a representative of a host institution.

if any part of the traineeship or the entire traineeship is carried out during the academic year – a consent of the home faculty/DS to the student’s mobility in the specified period and to the manner in which the student will be credited for the period of studies during which the traineeship was carried out, or a certificate from the dean’s office/a scan of the diploma with the date of the diploma examination/thesis defence – in the case of recent graduates,

if the entire traineeship is carried out in a period other than during the academic year – a document confirming the status of a student of the US in the academic year 2025/26 or 2026/27 (depending on the mobility dates) issued by the dean’s office of the relevant faculty/DS or a certificate from the dean’s office/a scan of the diploma with the date of the diploma exam/thesis defence – in the case of recent graduates,

in the case of recent graduates – a signed blank promissory note together with a signed promissory note agreement;

in the case of students/doctoral students in their final year of studies who will complete their traineeships during the academic year – the supervisor’s consent to their mobility;

documents providing evidence of the insurance coverage required: obligatorily health insurance, accident insurance, and in the case of traineeship – a third party liability insurance;

in the case of traineeship mobility – delivering to the IRD the full original of the LA and, in the case of recent graduates, the original blank promissory note together with the promissory note agreement.

In the case of short-term mobility for studies/blended mobility (studies combined with traineeship) the number of ECTS credits in the OLA should be min. 3.

The qualified persons are informed by the IRD about the possibility of taking the test and course on the Online Language Support (OLS) platform.
According to the guidelines of the National Agency for the Erasmus+ Programme in Poland, the documents ((O)LA and scholarship agreement) should have uniform signatures, i.e. all signatures on one document should have the same form (all parties sign either handwritten or with qualified signatures).

V. Amending (O)LA during the mobility
The Participant has the right to amend the (O)LA no later than 7 days after the start of mobility.
Changes are introduced by creating a new (O)LA part „BEFORE THE MOBILITY”.
Changes can be introduced subject to the approval of the home faculty/the DS (coordinator) within 7 days after the start of mobility. It is unacceptable that the Participant arbitrarily changes the (O)LA without informing the university about the changes. This may be treated as a failure to comply with the terms of the agreement and consequently lead to the need to return the grant and the non-recognition of completed but not previously accepted courses/effects.
In order to make changes to the (O)LA, the Participant has to:
contact the coordinator (email) as soon as possible (beginning of semester) and get preliminary approval for the proposed change,
obtain the approval of the coordinator on the relevant document,
obtain the approval of the partner university coordinator (in the case of studies) or representative of a host institution (in the case of traineeships) on the relevant document.
After approving the changes, the Participant should upload the approved (O)LA document (all the signatures, including the Participant’s) in the DA.

VI. Settlement of a scholarship
Within two weeks of the end of the mobility, the Participant must provide the following original documents to the IRD:
In the case of mobility for traineeship, if any changes were introduced to the LA – the new LA „BEFORE THE MOBILITY”,
(O)LA part „AFTER THE MOBILITY” approved by the host institution or an equivalent confirmation of stay containing dates of mobility period as well as confirmation of realized activities. The final recalculation of scholarship will be made on the basis of this confirmation’s dates of mobility period.
The participant is required to complete an on-line questionnaire about the mobility, the link to which will be sent to them by the relevant system of the European Commission.
The participant returning from the mobility is also obliged to contact the coordinator and settle/credit their mobility at the US.
The start date of the mobility as recognised/accounted for by the US cannot be earlier than the date when the participant signed the scholarship agreement. The issue date of the (O)LA part „AFTER THE MOBILITY” cannot be earlier than the end date of mobility.
Date of issue of (O)LA “after the mobility” or certificate of stay should not be earlier than last day of mobility.

The amount of the scholarship includes a lump sum for individual support (subsistence costs) and in certain projects, also a lump sum for travel (travel costs). It is the European Commission who decides whether the given project allows travel costs.
The scholarship is paid only for the duration of physical stay in the host institution’s country*, and the minimum stay is 5 days.
Rates for short-term mobility to programme countries depend on the project in which mobilities are currently available. Rates for different projects are published on the website with the formal procedures for short-term mobilities in a separate tab.
Applicants who will document in their DA application that at the time of the faculty qualification they are entitled by the US to a social scholarship and/or have a confirmed degree of disability, receive additional one-time individual support. The grant/individual support is awarded to the participant as additional funding to compensate for the difference between the cost of living in their home country and the cost of living in the country of the host institution. The grant does not cover the full costs of staying abroad.

* Final duration of stay is calculated on the basis of the confirmation issued by the host institution at the end of mobility. The scholarship cannot be increased after the end of mobility. If the confirmed mobility period is longer than the financed mobility period specified in the scholarship agreement, any additional days are recognized as unfunded duration days.
** The amounts before the slash refer to the KA131-2023 project, the amounts after the slash refer to the KA131-2024 and KA131-2025 projects. In the KA131-2023 project, the lump sum for travel costs applies only to applicants with fewer opportunities.

IV. Accession to the Erasmus+ programme (scholarship agreement)

The agreement is the basis for the transfer of the grant amount to the bank account number provided in the DA application form. The agreement specifies the rate and total amount of the grant received, the duration of stay, the funding period and the mutual obligations of the student and the home university.

The participant signs a financial agreement with the home university at least 14 days before the planned start date of mobility.

Mobility planned by a Participant to their home country may be carried out if there are no other applicants for this mobility. Participants going to their country of origin are less likely to acquire additional cultural, social, and language competences.

V. Amending (O)LA during the mobility
The Participant has the right to amend the (O)LA no later than 7 days after the start of mobility.

Changes are introduced by creating a new (O)LA part „BEFORE THE MOBILITY”.

Changes can be introduced subject to the approval of the home faculty/the DS (coordinator) within 7 days after the start of mobility. It is unacceptable that the Participant arbitrarily changes the (O)LA without informing the university about the changes. This may be treated as a failure to comply with the terms of the agreement and consequently lead to the need to return the grant and the non-recognition of completed but not previously accepted courses/effects.

In order to make changes to the (O)LA, the Participant has to:

contact the coordinator (email) as soon as possible (beginning of semester) and get preliminary approval for the proposed change,

obtain the approval of the coordinator on the relevant document,

obtain the approval of the partner university coordinator (in the case of studies) or representative of a host institution (in the case of traineeships) on the relevant document.

After approving the changes, the Participant should upload the approved (O)LA document (all the signatures, including the Participant’s) in the DA.

VI. Settlement of a scholarship
Within two weeks of the end of the mobility, the Participant must provide the following original documents to the IRD:

In the case of mobility for traineeship, if any changes were introduced to the LA – the new LA „BEFORE THE MOBILITY”,

(O)LA part „AFTER THE MOBILITY” approved by the host institution or an equivalent confirmation of stay containing dates of mobility period as well as confirmation of realized activities. The final recalculation of scholarship will be made on the basis of this confirmation’s dates of mobility period.

The participant is required to complete an on-line questionnaire about the mobility, the link to which will be sent to them by the relevant system of the European Commission.
The participant returning from the mobility is also obliged to contact the coordinator and settle/credit their mobility at the US.
The start date of the mobility as recognised/accounted for by the US cannot be earlier than the date when the participant signed the scholarship agreement.
Date of issue of (O)LA “after the mobility” or certificate of stay should not be earlier than last day of mobility.
