Rules for implementing training mobility for academic staff in the Erasmus+ KA131 programme

Mobility in KA131-2025 project
-
- Research, research-teaching, and teaching staff who conduct classes and research activity within the research disciplines taught by the faculties of the US are entitled to take part in training mobility (STT).
- STT mobility may last a minimum of 2 days and a maximum of 2 months (excluding travel time).
- The mobility may be carried out at a partner higher education institution or other organisation in one of the programme countries.
- The aim of the STT mobility is to provide professional development at a partner higher education institution or other organisation in one of the programme countries in the form of training abroad (excluding conferences, symposia, seminars) and practical learning experience (job shadowing/observation).
- STT training mobilities can be carried out starting from 01/04/2026 for the basic qualification and from 04/01/2027 for the additional qualification and by 15/07/2027.
- The mobility must be carried out in accordance with the rules set out in the Erasmus+ Programme guide and with the guidelines of the National Agency of the Programme in Poland (NA) – Foundation for the Development of the Education System (FDES).
- All mobility documents are submitted in the original version to the IRD and through DreamApply system; documents should not be sent via EZD.

- Teaching staff employed in central units (e.g. ACKJ, UCE) are centrally qualified by the IRD.
- Employees interested in the mobility apply for the STT mobility qualification by filling in an on-line application form in the DreamApply (DA) system and submitting it within the deadlines set for the basic and additional qualifications. The basic qualification will take place between 02 and 20/01/2026 (until 15:00). Additional qualification will be conducted only in case of vacancies between 01 and 15/10/2026 (until 15:00).
- In the application referred to in point 9, the employee is obliged to use their work e-mail address.
- One employee may submit one application for the basic qualification and one application for each additional qualification, provided that the host institutions for both mobilities are different.
- An employee may carry out one STT mobility under the KA131-2025 project, unless free funds remain after all mobilities from the reserve list have been completed.
- For language training courses may apply employees who, at the time of submitting the application, can document the fact of formal learning of the language in question for a minimum of 3 full months within the last 12 months by uploading the document(s) issued by the language school/registered language training company/registered trainer in the DA system the document(s) issued by a language school/registered language training company/registered language teacher.
- It is possible to qualify no more than 2 employees of the same unit for mobility to one host institution to achieve a similar goal.
- The qualification is conducted by a committee at the faculty level consisting of at least three (when the number of coordinators at the faculty does not exceed two) or at least five people (when there are three or more coordinators at the faculty), including all coordinators for international exchange appointed for the disciplines conducted by a given faculty, vice-dean(s) for student affairs/dean of a given faculty, and in the case of absence of the required number of committee members, also directors/deputy directors of all/selected institutes affiliated with a given faculty or other employees appointed by these directors/deputies.
The committee should appoint a chairperson responsible for submitting the protocol and making any necessary corrections. - If the application form under assessment is the one of an employee who is also a member of the selection committee, this person leaves the committee for the time the application is being assessed, and the committee is then supplemented by an appointed person.
- The qualification is based on the assessment of the content of the Individual Training Programme (Mobility Agreement – Staff Mobility for Training; MA), section PROPOSED MOBILITY PROGRAMME, described by the employee in the application form according to the following point scale:
- clearly formulated and training-related goals – the purpose of the mobility is to acquire specific knowledge and/or skills; the training goal does not include information, promotional or organizational activities, e.g. signing an agreement or discussing the terms of cooperation, widely understood exchange of experiences – 0-1 points,
- demonstrating the link between training and development of teaching skills and/or the ability to create study programmes – 0-1 points,
- justification for the choice of a given institution – 0-1 points,
- indication of the added value of mobility (in the context of the modernization strategy) – 0-1 points,
- indication of the added value of mobility (in the context of internationalization) – 0-1 points,
- the programme takes into account the training nature of the mobility – 0-1 points,
- the programme indicates the skills and/or specific knowledge that will be the subject of training – 0-1 points,
- demonstrating the usefulness of the above-mentioned training subject from the point of view of research and/or teaching – 0-1 points,
- detailed description of training activities – 0-1 points,
- efficient use of time – the programme does not take into account days not used substantively, e.g. greeting and farewell days – 0-1 points,
- feasibility of full implementation of the presented programme – 0-1 points,
- demonstrating, in the evaluation of expected results, the possibility of direct use of the results in own work – 0-1 points.
Applications which cannot be awarded a minimum of 6 points in total will be rejected.
- The assessed substantive content of MA and the planned duration of the mobility cannot be changed once the qualification has been completed.
- Incorrectly submitted applications will not be assessed.
- It is not allowed to submit applications with substantively identical content of MA: PROPOSED MOBILITY PROGRAMME by two/several employees, as well as applications from the same employee submitted in previous years (even if the mobility has not been carried out). Applications once assessed by the committee are not subject to re-assessment.
- As a result of the qualification, a protocol including all the candidates taking part in the qualification and a ranking list of the qualified persons are created. The chairperson of the faculty committee sends to the IRD the protocol according to an approved template in electronic form in both variants:
- Excel file generated on the basis of data from the DA system,
- in the form of an e-mail in which the protocol is a pasted section (not attached) with pre-completed confirmations from the entire committee
by 17/02/2026 at the latest for the basic qualification and by 04/11/2026 at the latest for the additional qualification.
- The date of acceptance of a correctly submitted protocol shall be the date on which the e-mail confirmations of the entire committee are received.
- The IRD, within 5 working days from receiving the protocol, verifies the correctness of the protocol and the compliance of the content of the MA with the rules defined in the Erasmus+ Programme Guide and FDES guidelines and accepts or sends the protocol back to the chairperson of the faculty committee for correction.
- Protocols sent back for correction in accordance with point 23 shall be deemed accepted on the day of submission of the original version if they are corrected within 5 working days of receiving information from the IRD about incorrect input.
- As a result of the qualifications, a basic and a reserve lists are created. The basic list automatically includes qualified persons who have not completed a STT mobility in KA131 projects during the two previous academic years (not counting the academic year in which the application is submitted).
In the additional qualification, all qualified persons will be placed on the reserve list. - Within the basic list, scholarships are awarded in the order of delivery (attachment in the DreamApply application and e-mail notification of the contact person at the IRD) of MA signed by all three parties, green travel declaration (if applicable), and confirmation of planned dates of stay [1]. Failure to submit the above-mentioned documents by 01/02/2027 will result in the person being moved from the basic list to the reserve list.
Within the reserve list, scholarship are awarded in the order of delivery (attachment in the DreamApply application and e-mail notification of the contact person at the IRD) of the MA signed by all three parties, green travel declaration (if applicable), and confirmation of planned dates of stay*.
MA cannot be signed by the US coordinator and attached to the DA with a date earlier than the announcement of qualification results.
Documents cannot be submitted to the IRD earlier than on the day of receiving the qualification notice. - On the basis of the accepted protocol, the IRD sends to candidates electronically individual information about the results of qualification and further proceedings in connection with the mobility, including the obligation to conclude an individual scholarship agreement.
- The candidate has the right to appeal against the committee decision within 5 working days from the announcement of the qualification result to the vice-rector for organization, whose decision is final.
* There should be uniformity of signatures in the documents, i.e. all signatures on one document should be in the same form (all parties sign either by hand or by qualified signatures).

- The participant will receive a scholarship only for the duration of the physical stay abroad.
- The maximum period of stay in the receiving institution co-financed by the US is 4 days.
- The scholarship includes a lump sum for individual support (subsistence allowance) and a lump sum for travel (travel costs).
- The subsistence allowance is paid only for dates of stay in the host institution. Participants realizing only remote/on-line/virtual mobility from their home country (without going abroad) are not entitled to a scholarship for the duration of the mobility. The daily flat rate for Erasmus+ individual support for STT mobility is:

If the round route takes place by means of low-emission transport, the so-called “green travel”, i.e. the longest parts of the route are covered by bus, train, bicycle or by carpooling, Programme participants can apply for a lump sum for travel costs in the amount of the rate including “green travel”:

In addition, participants travelling by non-ecological means of transport (not „green travel”) on days other than the start and end of mobility at the host institution receive a lump sum for subsistence costs for up to two additional travel days (one before and one after the end of mobility).
Participants opting for „green travel” may apply for additional individual support for subsistence costs for the additional travel days in accordance with the The rules for granting and settling a “green travel” are available on the IRD website. - The non-allocated amount, as well as any further grant reserves arising during the realization of mobilities, resulting from shorter than originally planned stays, lesser than planned number of mobilities, resignation of employees from mobility – will be transferred to the pool of funds allocated for reserve mobility.
- Candidates are obliged to inform the IRD about their resignation from the mobility in the form of an e-mail information.
- Applicants who document in the DA application that they have a confirmed degree of disability may apply for additional support on the basis of a request to co-finance additional costs, specifying the needs resulting directly from the disability, which:
- are other than standard travel and subsistence costs during the stay abroad,
- are not provided by the host university/institution or are not financed from other sources,
- are necessary for the mobility.

- During the mobility, the employee may not be on a leave of absence at the US.
- The agreement constitutes the basis for the transfer of the scholarship amount (EUR) indicated in the agreement to the bank account specified in the DA application form.
- The signing of the scholarship agreement is conditional on a successful qualification and the attachment of scans of the following documents in the DA
- MA according to an approved template with same content as in Section “I: PROPOSED MOBILITY PROGRAMME” as the content of this section in the DA application form, formally complete (filled in the required sections) and approved/signed by the employee, respective international exchange coordinator in section “II. COMMITMENT OF THE THREE PARTIES: The sending institution/enterprise” and by the host university in section “II. COMMITMENT OF THE THREE PARTIES: The receiving institution”,
- confirmation of planned dates of stay according to an approved template,
- documents confirming the required scope of insurance: obligatory health insurance,
- green travel declaration – if applicable.
According to the guidelines of the National Agency for the Erasmus+ Programme in Poland, the documents ((O)LA and scholarship agreement) should have uniform signatures, i.e. all signatures on one document should have the same form (all parties sign either handwritten or with qualified signatures).
- There should be a minimum 5-day break between the various mobility activities carried out under the Programme.
- Having attached the required documents at the DA, the employee shall conclude a scholarship agreement for the STT mobility in the IRD no later than 14 days and not earlier than two months before the planned departure.
- Before the start of the mobility period, the staff member may complete the OLS language assessment in the language of the mobility (if available). The participant can take part in OLS language courses starting from the day of gaining access. A link to the OLS platform is sent to qualified employees by the IRD.

- Within 14 days after returning from the host institution, the employee is obliged to settle the mobility in the IRD.
- The mandatory elements of the mobility settlement are as follows:
- delivery of the completed and approved original MA document which had been submitted during qualification,
- delivery of the confirmation of completing the training with the dates of its realization (issued/confirmed by the host institution) – scan is acceptable,
- green travel statement – if applicable,
- completing the on-line questionnaire, the link to which will be sent by the relevant system of the European Commission.
Date of issue of certificate of stay should not be earlier than last day of mobility.

From 01/03/2026, if funds for scholarships are available, mobilities may be carried out by persons from the reserve list. - The mobility must be carried out in accordance with the rules set out in the Erasmus+ Programme guide and with the guidelines of the National Agency of the Programme in Poland (NA) – Foundation for the Development of the Education System (FDES).
- All mobility documents are submitted in the original version to the IRD and through DreamApply system; documents should not be sent via EZD.

Whenever possible, the university will make efforts to increase the amount of funds for employee mobilities by making transfers from the pool of funds allocated to the organizational support (OS) and by applying for additional funds to be allocated by the FDES in the redistribution process. - Candidates are obliged to inform the IRD (contact person for STT mobility) about their resignation from the mobility in the form of an e-mail information.
- Applicants who document in the DA application that they have a confirmed degree of disability may apply for additional support on the basis of a request to co-finance additional costs, specifying the needs resulting directly from the disability, which:

- STT mobility may last a minimum of 2 days and a maximum of 2 months (excluding travel time), with a minimum funding period of 2 days and a maximum of 5 days.
- The mobility may be carried out at a partner higher education institution or other organisation in one of the programme countries.
- The aim of the STT mobility is to provide professional development at a partner higher education institution or other organisation in one of the programme countries in the form of training abroad (excluding conferences, symposia, seminars) and practical learning experience (job shadowing/observation).
- STT training mobilities can be carried out starting from 01/05/2024 for the basic qualification and from 02/01/2025 for the additional qualification and by 15/07/2025.
- The mobility must be carried out in accordance with the rules set out in the Erasmus+ Programme guide and with the guidelines of the National Agency of the Programme in Poland (NA) – Foundation for the Development of the Education System (FDES).
- All mobility documents are submitted in the original version to the IRD and through DreamApply system; documents should not be sent via EZD.

- Teaching staff employed in central units (e.g. ACKJ, UCE) are centrally qualified by the IRD.
- Employees interested in the mobility apply for the STT mobility qualification by filling in an on-line application form in the DreamApply (DA) system and submitting it within the deadlines set for the basic and additional qualifications. The basic qualification takes place between 01 and 26/02/2024 (until 15:00). Additional qualification will be conducted only in the case of vacancies between 01 and15/10/2024 (until 15:00).
- In the application referred to in point 9, the employee is obliged to use their work e-mail address.
- One employee may submit one application for the basic qualification and one application for each additional qualification, provided that the host institutions for both mobilities are different.
- An employee may carry out one STT mobility under the KA131-2023 project, unless free funds remain after all mobilities from the reserve list have been completed.
- For language training courses may apply employees who, at the time of submitting the application, can document the fact of formal learning of the language in question for a minimum of 3 full months within the last 12 months by uploading the document(s) issued by the language school/registered language training company/registered trainer in the DA system the document(s) issued by a language school/registered language training company/registered language teacher.
- It is possible to qualify no more than 2 employees of the same unit for mobility to one host institution to achieve a similar goal.
- Qualification is conducted by a committee at the faculty level consisting of three (when the number of coordinators at the faculty does not exceed two) or five people (when there are three or more coordinators in the faculty), including all international exchange coordinators appointed for the disciplines taught by a given faculty and the Vice-Dean for Student Affairs/Dean of a given faculty.
- If the application form under assessment is the one of an employee who is also a member of the selection committee, this person leaves the committee for the time the application is being assessed, and the committee is then supplemented by an appointed person.
- The qualification is based on the assessment of the content of the Individual Training Programme (Mobility Agreement – Staff Mobility for Training; MA), section PROPOSED MOBILITY PROGRAMME, described by the employee in the application form according to the following point scale:
- clearly formulated and training-related goals – the purpose of the mobility is to acquire specific knowledge and/or skills; the training goal does not include information, promotional or organizational activities, e.g. signing an agreement or discussing the terms of cooperation, widely understood exchange of experiences – 0-1 points,
- demonstrating the link between training and development of teaching skills and/or the ability to create study programmes – 0-1 points,
- justification for the choice of a given institution – 0-1 points,
- indication of the added value of mobility (in the context of the modernization strategy) – 0-1 points,
- indication of the added value of mobility (in the context of internationalization) – 0-1 points,
- the programme takes into account the training nature of the mobility – 0-1 points,
- the programme indicates the skills and/or specific knowledge that will be the subject of training – 0-1 points,
- demonstrating the usefulness of the above-mentioned training subject from the point of view of research and/or teaching – 0-1 points,
- detailed description of training activities – 0-1 points,
- efficient use of time – the programme does not take into account days not used substantively, e.g. greeting and farewell days – 0-1 points,
- feasibility of full implementation of the presented programme – 0-1 points,
- demonstrating, in the evaluation of expected results, the possibility of direct use of the results in own work – 0-1 points.
Applications which cannot be awarded a minimum of 6 points in total will be rejected.
- The assessed substantive content of MA and the planned duration of the mobility cannot be changed once the qualification has been completed.
- Incorrectly submitted applications will not be assessed.
- It is not allowed to submit applications with identical content of MA: PROPOSED MOBILITY PROGRAMME by two/several employees, as well as applications from the same employee submitted in previous years (even if the mobility has not been carried out). Applications once assessed by the committee are not subject to re-assessment.
- As a result of the qualification, a protocol including all the candidates taking part in the qualification and a ranking list of the qualified persons are created. The chairperson of the faculty committee sends to the IRD (the contact person for STT mobility) the protocol according to an approved template in electronic form in both variants:
- Excel file generated on the basis of data from the DA system,
- in the form of an e-mail in which the protocol is a pasted section (not attached) with pre-completed confirmations from the entire committee
by 18/03/2024 at the latest for the basic qualification and by 04/11/2024 at the latest for the additional qualification.
- The date of acceptance of a correctly submitted protocol shall be the date on which the e-mail confirmations of the entire committee are received.
- The IRD (contact person for STT mobility), within 5 working days from receiving the protocol, verifies the correctness of the protocol and the compliance of the content of the MA with the rules defined in the Erasmus+ Programme Guide and FDES guidelines and accepts or sends the protocol back to the chairperson of the faculty committee for correction.
- Protocols sent back for correction in accordance with point 25 shall be deemed accepted on the day of submission of the original version if they are corrected within 5 working days of receiving information from the IRD (contact person for STT mobility) about incorrect input.
- As a result of the qualifications, a basic and a reserve lists are created. The basic list automatically includes qualified persons who have not completed a STT mobility in KA131 projects during the two previous academic years (not counting the academic year in which the application is submitted).
- Within each list, scholarships are awarded in the order in which the complete set of documents is provided (as in point 39 of the Rules), but the Green Travel declaration must also be submitted to IRD in its original version.* The set of documents should be delivered to the IRD not earlier than on the day of receiving information about being qualified for the mobility.
- On the basis of the accepted protocol, the IRD (contact person for STT mobilities) sends to candidates (via e-mail and/or via DA system) individual information about the results of qualification and further proceedings in connection with the mobility, including the obligation to conclude an individual scholarship agreement.
- The candidate has the right to appeal against the committee decision within 5 working days from the announcement of the qualification result to the Vice-Rector for Organization, whose decision is final.

- The subsistence allowance is paid only for dates of stay in the host institution. Participants realizing only remote/on-line/virtual mobility from their home country (without going abroad) are not entitled to a scholarship for the duration of the mobility. In addition, participants travelling by non-ecological means of transport (not „green travel”) on days other than the start and end of mobility at the host institution receive a lump sum for subsistence costs for up to two additional travel days (one before and one after the end of mobility).
Participants opting for „green travel” may apply for additional individual support for subsistence costs for the additional travel days in accordance with the Rules for granting and settling a “green travel” available on the IRD website. - The non-allocated amount, as well as any further grant reserves arising during the realization of mobilities, resulting from shorter than originally planned stays, lesser than planned number of mobilities, resignation of employees from mobility – will be transferred to the pool of funds allocated for reserve mobility.
Whenever possible, the university will make efforts to increase the amount of funds for employee mobilities by making transfers from the pool of funds allocated to the organizational support (OS) and by applying for additional funds to be allocated by the FDES in the redistribution process. - Candidates are obliged to inform the IRD (contact person for STT mobility) about their resignation from the mobility in the form of an e-mail information.
- Applicants who document in the DA application that they have a confirmed degree of disability may apply for additional support on the basis of a request to co-finance additional costs, specifying the needs resulting directly from the disability, which:
- are other than standard travel and subsistence costs during the stay abroad,
- are not provided by the host university/institution or are not financed from other sources,
- are necessary for the mobility.

- During the mobility, the employee may not be on a leave of absence at the US.
- The agreement constitutes the basis for the transfer of the scholarship amount (EUR) indicated in the agreement to the bank account specified in the DA application form.
- The signing of the scholarship agreement is conditional on a successful qualification and the attachment of scans of the following documents in the DA
- MA according to an approved template with same content as in Section I: PROPOSED MOBILITY PROGRAMME as the content of this section in the DA application form, formally complete (filled in the required sections) and approved/signed by the employee, respective international exchange coordinator in section II. COMMITMENT OF THE THREE PARTIES: The sending institution/enterprise and by the host university in section II. COMMITMENT OF THE THREE PARTIES: The receiving institution,
- confirmation of planned dates of stay according to an approved template,
- documents confirming the required scope of insurance: obligatory health insurance,
- Green Travel declaration – if applicable.
- There should be a minimum 5-day break between the various mobility activities carried out under the Programme.
- Having attached the required documents at the DA, the employee shall conclude a scholarship agreement for the STT mobility in the IRD (with the contact person for STA mobility) no later than 14 days and not earlier than two months before the planned departure.
- Before the start of the mobility period, the staff member may complete the OLS language assessment in the language of the mobility (if available). The Participant can take part in OLS language courses starting from the day of gaining access. A link to the OLS platform is sent to qualified employees by the IRD.

- Within 14 days after returning from the host institution, the employee is obliged to settle the mobility in the IRD.
- The mandatory elements of the mobility settlement are as follows:
- delivery of the completed and approved original MA document which had been submitted during qualification,
- delivery of the confirmation of completing the training with the dates of its realization (issued/confirmed by the host institution) – scan is acceptable,
- green travel statement – if applicable,
- completing the on-line questionnaire, the link to which will be sent by the relevant system of the European Commission.

Mobility in KA131-2022 project

- Research, research-teaching, and teaching staff who conduct classes and research activity within the research disciplines taught by the faculties of the US are entitled to take part in training mobility (STT).
- STT mobility may last a minimum of 2 days and a maximum of 2 months (excluding travel time), with a minimum funding period of 2 days and a maximum of 5 days.
- The mobility may be carried out at a partner higher education institution or other organisation in one of the programme countries.
- The aim of the STT mobility is to provide professional development at a partner higher education institution or other organisation in one of the programme countries in the form of training abroad (excluding conferences, symposia, seminars) and practical learning experience (job shadowing/observation).
- STT training mobilities can be carried out starting from 01/05/2023 for the basic qualification and from 02/01/2024 for the additional qualification and by 30/06/2024.
- The mobility must be carried out in accordance with the rules set out in the Erasmus+ Programme Guide and with the guidelines of the National Agency of the programme in Poland (NA) – Foundation for the Development of the Education System (FDES).
- All mobility documents are submitted in the original version to the IRD and through DreamApply system; documents should not be sent via EZD.

- The limit of STT mobilities of research, research-teaching, and teaching staff for individual faculties is equal to the limit of STA mobilities of these faculties, i.e. it is 3 mobilities. Teaching staff employed in central units (e.g. ACKJ, UCE) are qualified centrally by the IRD, and the basic limit of mobilities for these units is 1.

The committee should appoint a chairperson responsible for the submission and possible corrections of the protocol. - If the application form under assessment is the one of an employee who is also a member of the selection committee, this person leaves the committee for the time the application is being assessed, and the committee is then supplemented by an appointed person.
- The qualification is based on the assessment of the content of the Individual Training Programme (Mobility Agreement – Staff Mobility for Training; MA), section PROPOSED MOBILITY PROGRAMME, described by the employee in the application form according to the following point scale:
- assessment of the training objectives (clearly formulated and training-related objectives – the purpose of the mobility is to acquire specific knowledge and/or skills; a training objective does not include information and promotion or organizational activities, e.g. signing an agreement or discussing the terms of cooperation, widely understood exchange of experiences): 0-4 points
- assessment of the justification for the connection between training activity and developing teaching skills and/or designing curricula (when such a connection is indicated in the application form, it is evaluated on the basis of the justification: fulfilling one condition 1 point, fulfilling both conditions 2 points): 0-2 points
- assessment of the added value of the mobility (in the context of the modernisation and internationalisation strategies of the institutions involved; justification for the selection of a given institution, demonstrating that a given institution carries out activities that are not present at the home university): not scored, but required (not demonstrating the added value in the context of the modernization or internationalization strategies is equivalent to an incorrectly submitted application),
- assessment of the content of the training programme:
- the mobility is implemented solely for training purposes – lack of clear evidence of such nature means 0 points for the entire programme and rejection of the application – 0-1 points,
- indication of the skills and/or specific knowledge to be acquired during the training – 0-1 points,
- assessment of the usefulness of the above-mentioned subject of training from the point of view of research and/or didactics – 0-1 points,
- detailed description of activities related to the training (taking into account the division into training days and working time efficiency) – 0-3 points,
- assessment of the feasibility of full implementation of the presented programme 0-1 points,
- assessment of the expected results (what and how the participant will implement after the mobility): 0-2 points.
Applications which cannot be awarded a minimum of 1 point for the assessment of the training objectives and a minimum of 9 points in total will be rejected.
- The assessed substantive content of MA and the planned duration of the mobility cannot be changed once the qualification has been completed.
- Incorrectly submitted applications will not be assessed.
- An additional score of 2 points is given to an employee who did not complete STT mobility during the last two academic years or 1 point is given to an employee who did not complete STT mobility during the last academic year. The score is added by the International Relations Department (IRD) after the faculty qualification report is delivered.
If the additional score does not determine the allocation of places on the ranking list, the order of names on the protocol is decisive. - Applications with the same content of the MA: PROPOSED MOBILITY PROGRAMME for different mobilities of the same employee (including mobilities already carried out in previous years) or submitted by two or more employees will be rejected.
- As a result of the qualification, a protocol including all the candidates taking part in the qualification and a ranking list of the qualified persons are created. - In the case of mobilities concerning the basic list, the funds for STT mobilities within the allocated limits are granted in accordance with the order of the ranking list (considering additional score) and within the pool of places covered by the limit.
- The funds in the reserve are allocated in accordance with the order in which a complete set of documents is delivered to the IRD (as in point 43 of the Rules), with the MA documents and confirmation of the planned dates of stay additionally being delivered to the IRD in the original version.* The complete set of documents should be delivered to the IRD not earlier than on the day of receiving information about being qualified for the mobility.

In addition, participants choosing a “green travel” may apply for additional individual support for subsistence allowance for a maximum of additional 4 days of travel.

The basic qualification takes place between 23/05 – 06/06/2022. The additional qualification is carried out 29/08 – 12/09/2022.
- In the application referred to in point 8, the employee is obliged to use their work email address.
- One employee may submit one application for the basic qualification and one application for each additional qualification, provided that the host institutions for both mobilities are different.
- For language training courses may apply employees who, at the time of submitting the application, can document the fact of formal learning of the language in question for a minimum of 3 full months within the last 12 months by uploading the document(s) issued by the language school/registered language training company/registered trainer in the DA, and employees who can confirm the fact of conducting classes in a given language in the training justification section.
- For a mobility to one host institution in order to achieve a similar goal, it is possible to qualify no more than 2 employees of the same unit.
- International exchange coordinators for students and academic staff disseminate information about the possibility of applying for STT mobilities and about qualification deadlines, allowing all eligible research, research-teaching, and teaching staff equal access to information.
- Qualification is conducted by a commission at the faculty level consisting of three (when the number of coordinators at the faculty does not exceed two) or five people (when there are three or more coordinators at the faculty), including all international exchange coordinators appointed for the disciplines conducted by a given faculty and the Vice-Dean for Student Affairs/Dean of a given faculty.
The committee should appoint its president, responsible for the submission and possible corrections of the protocol. - If the application form being assessed is the one of an employee who is also a member of the selection committee, this person leaves the committee for the time the application is assessed, and the committee is then additionally supplemented by an appointed person.
- The qualification is based on the assessment of the content of the Individual Training Programme (Mobility Agreement – Staff Mobility for Training; MA), section PROPOSED MOBILITY PROGRAMME, described by the employee in the application form according to the following point scale (discrete values, i.e. scores: 0, 1, 2, 3):
- assessment of the training objectives (clearly formulated and actually training objectives – the purpose of the mobility is to acquire specific knowledge and/or skills; the training objective does not include information and promotion or organizational activities, e.g. signing an agreement or discussing the terms of cooperation, generally formulated exchange of experiences): 0-3 points
- assessment of the justification for the connection between training activity and developing teaching skills and/or designing curricula (when such a connection is indicated in the application form, it is evaluated on the basis of the justification: fulfilling one condition 1 point, fulfilling both conditions 2 points): 0-2 points
- assessment of the added value of the mobility (in the context of the modernisation and internationalisation strategies of the institutions involved): 0-1 point
- assessment of the content of the training programme (e.g. the feasibility of completing the set tasks): 0-3 points
- assessment of the expected outcomes (possibility to use the results directly in one’s own work: 0-2 points, possibility to train other staff or to implement the results: 0-1 point): 0-3 points
Applications which cannot be awarded a minimum of 1 point for the assessment of the learning objectives and a minimum of 6 points in total will be rejected.
- Incorrectly submitted applications will not be assessed.
- In the event that the same number of points for the qualitative assessment is awarded for two or more applications, and if this prevents the award of places on the ranking list for the given employees, an additional score of 0.5 points is taken into account for the employee who did not complete the STT mobility within the last two academic years. Points are added by the International Relations Department (IRD) upon delivery of the protocol of the faculty qualification.
In a situation where the addition of additional scores still does not determine the allocation of places on the ranking list, the order of names on the ranking list is decisive. - Applications with the same content of the MA: PROPOSED MOBILITY PROGRAMME for different mobilities of the same employee (including mobilities already realized in previous years) or submitted by two or more employees will be rejected.
- As a result of the qualification, a protocol including all candidates taking part in the qualification and a ranking list of the qualified persons are created. The president of the faculty committee sends to the IRD (the contact person for STT mobility) the protocol according to an approved template in electronic form in both variants:
- Excel file generated on the basis of data from the DA
- in the form of an e-mail in which the protocol is a pasted section (not attached) with pre-completed confirmations from the entire committee
by 20/06/2022 at the latest for the basic qualification and by 23/09/2022 at the latest for the additional qualification.
- The date of acceptance of a correctly submitted protocol shall be the date on which the e-mail confirmations of the entire committee are received.
- The IRD (contact person for STT mobility), within 5 working days from receiving the protocol, verifies the correctness of the protocol and the compliance of the content of the MA with the rules defined in the Erasmus+ Programme Guide and FDES guidelines and accepts or sends the protocol back to the president of the faculty committee for correction.
- Protocols that were sent back for correction in accordance with point 22 shall be deemed accepted on the day of delivery of the original version if they are corrected within 5 working days of receiving information from the IRD (contact person for STT mobility) about the irregularities.
- Failure to use the mobility limits, i.e. failure to send the protocols or not filling all the places within the basic qualification limit, results in the automatic transfer of funds allocated to the mobility of a given faculty to the pool allocated to reserve mobility.
- In case of mobilities concerning the basic list, the funds for STT mobilities within the allocated limits are granted in accordance with the order of the ranking list (considering additional points) and within the pool of places covered by the limit.
- The funds in the reserve are allocated according to the order (date and time) of enclosing the scan of the MA document approved by all parties.
- An employee qualified in the basic qualification within the reserve pool (above the limit) shall include in the DA a scan of the approved (as in point 39 of these rules) MA not earlier than 12/07/2022. Documents attached before this date will not be taken into account.
- An employee qualified for a mobility in the additional qualification shall include in the DA a scan of the approved MA (as in point 39 of these rules) not earlier than on 14/10/2022. Documents submitted before this date will not be taken into account.
- On the basis of the accepted protocol, the IRD (contact person for STT mobilities) sends to candidates (via e-mail and/or DA) individual information about the results of the qualification (also about qualifying for the reserve list) and further proceedings connected with the mobility, including the obligation to conclude an individual scholarship agreement.

- The participant will receive a scholarship only for the duration of the physical stay abroad.
- The maximum total amount of co-financing for a single mobility is EUR 1570, including any additional funds granted under the so-called ”green travel”.
- The scholarship includes a lump sum for individual support (subsistence allowance) and a lump sum for travel (travel costs).
- The subsistence allowance is paid only for dates of stay in the host institution. Participants realizing only remote/on-line/virtual mobility from their home country (without going abroad) are not entitled to a scholarship for the duration of the mobility. If the round route takes place by means of low-emission transport, the so-called “green travel”, i.e. the longest parts of the route are covered by bus, train, bicycle or by carpooling, Programme participants can apply for a lump sum for travel costs in the amount of the rate including “green travel”:

In addition, participants choosing a “green travel” may apply for additional individual support for subsistence allowance for a maximum of additional 4 days of travel.
The rules for granting and settling a “green travel” are available on the IRD website.
- The non-allocated amount, as well as any further grant reserves arising during the realization of mobilities, resulting from shorter than originally planned stays, lesser than planned number of mobilities, resignation of employees from mobility – will be transferred to the pool of funds allocated for reserve mobility.
Whenever possible, the university will make efforts to increase the amount of funds for employee mobilities by making transfers from the pool of funds allocated to the organizational support (OS) and by applying for additional funds to be allocated by the FDES in the redistribution process. - Candidates are obliged to inform the IRD (contact person for STT mobility) about their resignation from the mobility in the form of an e-mail information.
- Applicants who document in the DA application that they have a confirmed degree of disability may apply for additional support on the basis of a request to co-finance additional costs, specifying the needs resulting directly from the disability, which:
- are other than standard travel and subsistence costs during the stay abroad,
- are not provided by the host university/institution or are not financed from other sources,
- are necessary for the mobility.

- During the mobility, the employee may not be on a leave of absence at the US.
- The agreement constitutes the basis for the transfer of the scholarship amount (EUR) indicated in the agreement to the bank account specified in the DA application form.
- The agreement specifies the rate and total amount of the grant received in EUR, the dates of the stay, the funding period and the mutual obligations of the employee and the home university, including the obligation to settle the mobility.
- The signing of the scholarship agreement is conditional on a successful qualification and the inclusion of scans of the following documents in the DA:
- MA according to an approved template with the same content as in Section I: PROPOSED MOBILITY PROGRAMME as the content of this section in the DA application form, formally complete (filled in the required sections) and approved/signed by the employee, respective international exchange coordinator in section II. COMMITMENT OF THE THREE PARTIES: The sending institution/enterprise and by the host university in section II. COMMITMENT OF THE THREE PARTIES: The receiving institution,
- confirmation of planned dates of stay according to an approved template,
- confirmation from the host institution (e-mail is acceptable) stating unambiguously in which form the mobility will be carried out: with the necessity of physical presence face to face/blended (on-site and on-line) – it cannot be issued earlier than 2 months prior the mobility.
In case of mobility carried out remotely/on-line/virtual only, the physical departure is not justified, - Green Travel declaration – if applicable.
- There should be a minimum 5-day break between the various mobility activities carried out under the Programme.
- Having attached the required documents in the DA, the employee shall conclude a scholarship agreement for the STT mobility at the IRD (with the contact person for STA mobility) no later than 14 days and not earlier than two months before the planned departure.

- Within 14 days after returning from the host institution, the employee is obliged to settle the mobility in the IRD.
- The mandatory elements of the mobility settlement are as follows:
- delivery of the completed and approved original MA document which had been submitted during qualification,
- delivery of the original confirmation of completing the training with the dates of its realization (issued/confirmed by the host institution),
- completing the on-line questionnaire, the link to which will be sent by the relevant system of the European Commission.
